审批非常迅速，有时候我们在文字报告来不及的情况下，通过电话交流城管就能够迅速地审批，效率非常高，没有阻拦，没有这样的为难的情况。第二点，在服务方面做的非常及时，那就是说我们在工作当中如果遇到什么困难，在道路开挖施工过程当中占路占道的方面有特殊的情况，那城管部门都能够及时的调动执法人员亲自服务。第三个呢，我们对城管还有一个做的比较到位的是不轻易处罚，这个根据实际情况，根据我们对城市基础设施建设的要求，哪怕有一点轻微的违规行为，城管会教育，也不轻易处罚。”</p></section><section border-box;">市城市管理执法局法规股（行政审批）负责人李文兵：“双十条”的亮点在于服务的便捷、高效和满意度。以往的行政审批‘马拉松’是优化营商环境一个痛点和堵点。审批要经历‘报、评、批’三大环节，审批事项手续繁琐，有些还互为前置。现在我们实行的行政审批‘网上办’，遴选熟悉一线审批业务的技术骨干常驻市民服务中心城管窗口，授予岗位相应的审批权，让企业办事从‘逐项办’变为全环节、一个人、一次办。”</p><p border-box;">店招、广告审批网上办理。依托互联网，结合实际对打破原有审批模式，优化再造审批流程，压缩审批时限，并在湖北政务网上进行梳理发布，对承担的设置大型户外广告、临时性占道、城市建筑垃圾处置等内容采取“主动对接、容缺受理、备案办理、网上办理、现场协调”五项硬措施，让网络数据、执法人员“多跑腿”，实现群众“零跑腿”，审批时间也由原有的法定10个工作日压缩至最快半个工作日，真正做到快审、快批、快办。</p><p
