<p>针对近期有不法分子以培训班退费名义实施诈骗，中消协提醒消费者警惕培训班退费骗局，同时敦促培训机构经营者重视消费者个人信息安全，避免发生泄露。</p>
<p>中消协有关负责人介绍，不法分子先是在培训机构传出疑似业务收缩、资金链断裂的时候跟进，给消费者营造“担心不能退费”的焦虑心理，然后冒充政府部门、消协组织、培训机构、知名企业、第三方合作机构等，伪造政府部门或企业的文件，通过电话或短信说出消费者的详细资料，获得初步信任，进而以办理退款为由，诱导消费者进入“退款群”，让消费者看到其他人“成功退款”的假象，引诱消费者先支付额外费用再返还退款。</p>
