style="text-wrap: wrap;"></p><p style="text-wrap: wrap;"> 从黄女士在网上发布的视频中能看到，孩子的脖子上出现大片红斑，还有一些小水泡。黄女士表示，孩子还小，脖子和肩膀上的肉容易摩擦，导致水泡裂开、流脓，消毒的时候，孩子的哭喊令她非常难受。</p><p style="text-wrap: wrap;"> 据了解，黄女士所住单元楼共26层，每层5户。小区装有监控，但只能覆盖一楼区域。物业工作人员表示，以前曾多次在微信群和朋友圈提醒住户，不要往楼下扔烟头、垃圾等，小区内也有多个警示牌，不过高空没有摄像头分布。</p><p style="text-wrap: wrap;"> 黄女士所在小区的部分居民表示，<span style="color: rgb(0, 122, 170);"><strong>这已经不是第一次发生高空扔烟头的事情了。</strong></span>小区一位住户表示，此前在同一个位置，一个烟头也是从高空扔下来后，掉到了自己头上，还好自己马上掐灭扔掉了。</p><p style="text-wrap: wrap;"> 近年来，高空抛物伤人事件频频发生，如果小区没有高空监控，取证调查非常困难。针对沾了口水的高空抛物，DNA鉴定比对屡屡成为破案利器。</p><p style="text-wrap: wrap;"> <span style="color: rgb(0, 122, 170);"><strong>网上有一种观点认为，动不动就全楼DNA检测，是不是“用力过猛”？</strong></span>DNA检测一次动辄上千元，一个高层单元住户众多，检测费起码要几万元，这些费用由谁承担？</p><p style="text-wrap: wrap;"> 根据侵权责任法相关规定，从建筑物中抛掷物品或者从建筑物上坠落的物品造成他人损害，难以确定具体侵权人的，除能够证明自己不是侵权人的外，由可能加害的建筑物使用人给予补偿。那么事发楼栋的住户，应当举证证明自己没有侵权可能，进行DNA检测则是举证手段之一，有利于住户提供证据。与此同时，据民法典相关规定，发生高空抛物后，公安机关应当依法及时调查，查清责任人。事发楼栋住户配合公安机关进行DNA检测，也是公民义务之一。</p><p
